Project Context

The project aims to provide IT applications supporting results based management processes at THE CLIENT, including planning, budgeting, programme implementation as well as monitoring and reporting. The project includes the development of a bespoke software application integrated with THE CLIENT’s PeopleSoft ERP System, used for transaction processing and budget control. While an initial version of the software has already been rolled out and is currently in use the project has initiated a phase of comprehensive and consultative requirements gathering. This phase aims to define, document, and to agree on the total project scope and to decide how to best meet the requirements.

A number of working groups have been setup to study and document business processes and requirements. (Results management, Financial Management, Position Management, Donor Reporting, Global Focus)

THE CLIENT seeks to strengthen its business analysis capacity in support of the Focus Results Management Working Group.

Services to be provided

Analyze and enhance existing documentation of processes and requirements.
Analysis and documentation of current use cases of the system, identification of gaps.
Facilitate meetings of working groups with subject matter experts
Document current and future business processes, using standard business process modeling methodology and notation.
Identify and document business requirements for Data capture and reporting on a local and global level.
Specify the interface and data exchange requirements with external partners of THE CLIENT
Work with functional analysts to translate business requirements into software specification for the bespoke application.
Guide the definition of acceptance criteria, test scripts and procedures for user acceptance testing
Guide the creation of material for change management and training to support the roll out of the software applications.
Provide expert advice on Business Process Modeling.
Provide expert input on Results Based Management

Deliverables

Detailed and comprehensive business requirements documentation describing present software functionality and to support the functional analysis, software design and system integration of new system enhancements
Usage and Data scenarios supporting the requirements and the user acceptance process for functional enhancements

Profile

Senior Business Analyst with solid experience in software requirements engineering.

Required experience

Experience in Performance Management Systems, in particular Results Based Management and/or Balanced Scorecard
Experience in Business Intelligence in large organisations
Experience of business process modeling methodologies and notations
Understanding and experience in the use of UML and BPML
Consulting and analysis skills paired with the ability to facilitate workshops and meetings of subject matter experts
Demonstrated ability to find innovative solutions to meet business requirements.
Technical writing skills

Desired experience

Knowledge of functionality available in PeopleSoft (Financials and EPM.)

Duration

The assignment will be for an initial duration of 4 Months, with the possibility to extend
